This is Luwu, a wild animal of chinese ancient fairy story.

陸吾，又稱「肩吾」，中國古代傳說中的崑崙山山神，形象是人面虎爪、虎身九尾。據說是天帝的臣子，負責為天帝看守「帝下之都」、「帝之囿時」和「天之九部」。袁珂認為陸吾就是看守崑崙山的開明獸。
